China orders give Boeing 'breathing room' on 747-8i, Dreamliner jets

By Ben Mutzabaugh, USA TODAY

Boeing's 747 and 787 passenger-jet programs each got a big boost today as Boeing received orders totaling 43 widebody jets at the Hong Kong Air Show today.

Air China announced it would buy five 747-8 Intercontinentals -- Boeing's latest and biggest version of its jumbo jet.

In addition to Air China's order, "Boeing also signed a preliminary agreement with HNA Group's Hong Kong Airlines for 30 787-9s, six 777 freighters, and two 787-8 VIP jets," The Associated Press writes.

The Wall Street Journal says the order gives Boeing executives "a little breathing room" for both "the newest version of the iconic 747 jumbo jet" and the company's delay-plagued Dreamliner 787.

For the 747-8 Intercontinental, the order could help allay concerns about the long-term prospects of Boeing's latest version of the jet. Prior to Air China's order, Boeing counted only two commercial airlines (Lufthansa and Korean Air) among its customers for the jet.

The Seattle Times writes the "deal buoys the prospects of Boeing's latest and largest version of the jumbo jet, which has faced slow sales." The Financial Times echoes that sentiment, saying Air China's order "is significant for ... Boeing, which has been struggling to find passenger airlines willing to buy the latest version of the jumbo jet."

Boeing premiered its first 747-8 Intercontinental last month amid much fanfare at its 747 assembly line in Everett, Wash. Seating about 467 passengers in a typical configuration, the jet is the biggest passenger jet ever manufactured by Boeing.

Despite the public unveiling, Lufthansa --which will be the first airline to put the 747-8i into regularly scheduled passenger service -- isn't scheduled to take delivery of the jet until early 2012.

As for Air China, Dow Jones Newswires writes it "said it will operate the new aircraft on high-capacity routes to North America, and said it won't rule out further orders for the jumbo jet."

"Our fleet isn't sufficient to cope with our expansion plans so we will continue to expand our fleet size," Zhang Yang, Air China's general manager for strategy and development, is quoted as saying by Dow Jones.

Looking at the Dreamliner order, Hong Kong Airlines' 30-jet deal would be welcome news for Boeing, coming against a backdrop of reports that have focused on the many delays that have plagued the ballyhooed aircraft.

Still, even today's news comes as some predict Boeing will not hit its latest target date for the 787, which is already more than three years late in coming to market.

Boeing now says the first Dreamliner will be delivered to launch customer ANA of Japan in the third quarter of this year, a timetable that Boeing executives say remains on target.

The Journal, however, writes that "Yoon Hee-do, an analyst at Korea Investment & Securities, said Boeing is unlikely to make the first delivery in 2011 as it needs more time to test the planes."

At Lowe's, a car wipes out a row of grills

An incident at a Louisiana Lowe's store Thursday revealed one of the drawbacks of outdoor merchandising. The New Orleans Times-Picayune reported a motorist crashed into a Lowe's store near Covington, La., Thursday, running over a row of grills.

No one was injured in the incident, according to the report. The driver reportedly lost control of her Toyota Camry as she attempted to park in a space reserved for handicapped drivers.

Investing After Disaster Strikes: Eyeing Japan Stocks

Being very aware of not wanting to sound insensitive to the massive amount of suffering being experienced by Japan after the horrible calamity it's dealing with, I will attempt to bring analysis that is both beneficial to the investor and to the country.

To the investor by presenting an investment in Japanese companies that offer an extreme value when compared to most other countries, and to Japan by making investors aware of places to put their capital, which Japan needs, within the country's borders.

Today, the WisdonTree Japan SmallCap Fund (DFJ) is down nearly 10%. The investment seeks to track the price and yield performance, before fees and expenses, of the WisdomTree Japan SmallCap Dividend index. Last year's yield came in at about 2%, while Seeking Alpha has it listed at 3.59%, which is a very good dividend yield for an ETF that holds many individual companies.

But a dividend is only as good as the companies that are paying them. Are Japanese Small-Cap stocks good values at these prices? It is hard to say at the moment as it is not known how each company in the ETF has been impacted by the disaster. It is usually during disasters though when prices of stocks become extremely cheap (think BP (BP) at $26.75 during the gulf disaster). Before this disaster, though, the companies in this ETF were already very cheap.

First, the 329 companies in the fund, as per Yahoo Finance, show that collectively they are trading at about 71 cents on the dollar from a price/book value standpoint. That means if each of the 329 companies were to liquidate assets and pay off their debts, the remaining cash available for shareholders would have been a 41% gain overnight pre-crisis. I am sure that book value on some of these companies will drop for sure, but even if it dropped 29% collectively, the companies would be trading at book value.

Secondly, the companies as a group are trading at a sales to price of around .35. That means for every $1 of market cap the companies have, they around $2.85 of sales. Compare that to the Dow Jones (DIA) or S&P 500 (SPY) which trade at 1.37 and 1.33 price/sales, respectively. For each dollar of market cap in the U.S., domestic stocks have only about .75 cents of sales. That is quite a value gap. A better comparison would be U.S. Small-Cap stocks (IWM) which trade at a 1.07, meaning our own small companies have only .93 cents of sales for each dollar of market cap.

Lastly, and I think most importantly, the companies in the ETF trade at a price/cashflow ratio of 3.4. What this means is that for each dollar of market capitalization, the company generates .29 cents of cash flow. We do not know the collective capital expenditures, so we cannot generate a free cash flow yield, but this cash flow number is huge. That is roughly a 29% cash flow return for each dollar of investment for someone who buys DFJ. This compares to a 14.7% cash flow yield for the Russell 2000 and only a tad over 12% for the Dow and S&P 500. Bottom line is the small cap Japanese companies are generating over 100% more cash flow per investor dollar invested.

With the news being as bad as it is, opportunity from fearful investor selling is staring the long term, deep value investor in the face. It might be wise to wait for the true scope of the disaster to be made known before buying, but the current crisis has made very cheap companies that pay a nice dividend even cheaper. Investing in Japanese companies is also a very small way that we can help, by supporting the Japanese markets with fresh capital.

Disclosure: I am long DFJ.

Additional disclosure: Most of our clients are long DFJ with a 0.5% weighting.

Ohio's shocking new attraction: 'Old Sparky'

By Laura Bly, USA TODAY

An electric chair and other macabre artifacts, including a Ku Klux Klan hood and robe from the 1920s and a wooden cage used in the late 1800s to restrain mental institution patients, will be on display next month as part of a new, R-rated exhibit at the Ohio Historical Center in Columbus.

Admission to "Controversy: Pieces You Don't Normally See," opening April 1, will be restricted to visitors 18 and older and children accompanied by adults.

The exhibit's most famous object is an electric chair that executed 315 inmates. Last used in 1963, it was once the highlight of paid tours of the old Ohio Penitentiary in Columbus. The prison sold postcards of the electric chair and souvenir pictures of the condemned men until it discontinued tours around 1931, notes the Columbus Dispatch. New visitors, the paper adds, "will not be allowed to sit in or touch the chair or other items in the collection."

"We think this exhibit will capture the public attention and public interest," executive director Burt Logan told the Dispatch. "History has a good side, which we often remember, and another side that we don't often see. We are not taking a stand of any type with this collection. These items represent part of the history of Ohio. It's purely an educational issue."

Ohio isn't the only place to use "Old Sparky" as a tourist draw.

The capital punishment exhibit at the Texas Prison Museum in Huntsville highlights its own decommissioned electric chair, and the gift shop sells such prisoner-made items as leather handcuff cases and correctional officer key chains. And Washington, D.C.'s National Museum of Crime & Punishment has an "electric chair helmet. " Made of leather, sponge, and wire mesh, the museum reports it "was essentially the weapon that Massachusetts state prison executioners used to end the lives of 65 men and women between the years 1901 and 1947."

So, readers, would the chance to see an electric chair jump start your vacation plans?

Bret Michaels' Canceled Concert Draws AG's Attention for Refunds

bret michaelsComplaints about a concert promoter who did not issue refunds after a canceled Bret Michaels concert spurred state officials to take action in response to a rock show gone wrong.

"My office will always stand up for consumers who do not receive the products they paid for -- whether it be a concert or a major home renovation project," said New York Attorney General Eric Schneiderman in a statement.

Michaels, lead singer of glam-metal band Poison -- and now also frequently touring solo and appearing on TV as a reality-show star -- was hired by Aloha Events of New York to play Syracuse last August.

Tickets for the show, booked as part of a regional market, were sold online via PayPal, and also at local businesses by the local opening bands, and by the friends and family of Michael Banks, Aloha's owner.

The concert was canceled, however, when the promoter's promised pre-payments of Michael's fee never arrived, and then a day-of payment fell through.

Still, according to the AG's office, ticket sales continued right up until the day before the show, even after Aloha failed to make the advance payments to Michaels.

In the wake of the cancellation, more than 100 ticket buyers called Schneiderman's staff, saying they couldn't get their money back. Now, the state says, the promoter has to pay up.

"Aloha Events failed to live up to its repeated promises to refund ticket-holders and now it's time to face the music," said Schneiderman in his statement.

In a settlement agreement, Aloha Events will make monthly payments to the AG's office until sufficient funds can be used to repay ticketholders who paid cash. Online purchases are being credited back to buyers' PayPal accounts.

To get a refund, buyers must file a complaint with Schneiderman's office by April 29. His office also issued the following tips about buying tickets to shows and events:

  • Check the name of the promoter. Look for an established and reputable company before you commit to a ticket, especially as a cash purchase. Promoters without a solid, longstanding reputation might be the kind of companies that lack the financial ability to refund ticketholders.

  • Get any refund policy in writing, and make certain it specifies payback for show delays and cancellations.

Spring training side trip: Davis Islands

TAMPA, Fla. ? For travelers in town for spring training games, Davis Islands already makes for a fine side trip, with its picturesque marina, quaint restaurants and shops, and views of the bay. Now that Yankees great Derek Jeter lives there, however, baseball fans have an added incentive to go.

Jeter's 30,815-square-foot waterfront mansion was officially completed last month, reportedly to the tune of $7.7 million. Reportedly the largest residence in Hillsborough County, it's so big that local residents have taken to calling it St. Jetersburg.

The structure, which overlooks Hillsborough Bay and can be seen clearly from the Bayshore Boulevard sidewalk on the other side of the inlet, takes up two lots and has seven bedrooms, nine bathrooms, a pool, two three-car garages and two boat lifts. The mansion is surrounded by a 6-foot security wall ? for which Jeter had to get a variance to go higher than the 4-foot limit allowed for by local ordinance ? prompting locals to call it the Great Wall of Jeter.

The upscale island neighborhood ? technically two islands ? in South Tampa is accessible by way of Davis Boulevard, the neighborhood's main drag just over the Davis Islands Bridge connecting it to the mainland not far from downtown. Jeter's place is on Bahama Circle heading east toward the waterfront off of the boulevard.

The strip features about a dozen shops, restaurants, cafes and bars. Some island residents say Jeter has been spotted at the restaurant 220 East, located appropriately at 220 E. Davis Blvd, which serves American and European cuisine. He's also been seen at the Anchor Bar at 304 E. Davis Blvd., which serves pub food for under $10 per entree.

If you're having breakfast, try The Pink Flamingo, a tropical-themed diner at 304 E. Davis Blvd.

The island boasts a number of Mediterranean Revival Style homes and commercial buildings worth taking a look at. While you're there, take a stroll east from Davis Boulevard via one of the residential side streets to the marina to check out the boats. From there, continue east to the channel to get a view of Harbour Island, Channelside and the Port of Tampa.

Commercial construction is lifting credit market, says S&P

In a report entitled "Commercial Construction Markets are Helping to Repair U.S. Building Materials,? Standard & Poor's Ratings Services has posited that commercial construction and the slowed rate of spending decline for that sector has helped the overall credit availability for construction projects.

Standard & Poor's economists are projecting a 14% increase in residential housing in 2011 over 2010, and spending on repairs and remodeling possibly increasing about 5%.

Higher material costs are a key risk for the industry, the report noted, especially if there is no improvement in the unemployment rate. ?It will be harder to pass on those costs to buyers,? the report stated. Infrastructure projects could help the industry, but the number of projects will vary by region, and some of it could be tied to pending legislation.

Walgreens Buys Drugstore.com, Amazon Buys Soap.com

walgreen's logoWalgreen drugstore chain is buying Drugstore.com for $409 million. That's nearly 102% more than the company is valued at, but the move lets the traditional retailer gain a foothold on the Internet that it's been unable to do on its own.

"Drugstore.com significantly accelerates our multi-channel initiatives by expanding our product selection for our customers, adding new capabilities through their well-known beauty and skin care websites," said Walgreen's President of E-commerce Sona Chawla.

Drugstore.com had $456 million in sales in 2010.

If like me, you've been shopping at drugstore.com to avoid the lines at the local drug or discount store, support an alternative to a big box chain, or simply to avoid paying sales tax on daily necessities: the party's over.

Walgreen's takeover of Drugstore.com means it will have to start collecting sales tax, since Walgreen's has stores in all 50 states (the District of Columbia and Puerto Rico). This mitigates some of the value many customers find in the site, although not the convenience factor.

It may have been a coincidence, but just days before the acquisition was announced, a mailer from Soap.com arrived, touting the website and offering 20% off the first two orders. Soap.com is part of Quidsi Inc. along with Diapers.com and BeautyBar.com, and was acquired by Amazon.com this month for $500 million. It's intended to help Amazon compete with traditional retailers like Target, Walmart and Walgreen. Soap.com has a similar selection to Drugstore.com.

With states pressing Internet retailers to collect sales tax, the days when buying online is cheaper may soon be over. But until it's official, Drugstore.com is at a disadvantage when there are people looking for the lowest possible price, rather than just the convenience of a multichannel retailer.

Tourists Barred from Remote Colombian Amazon Village

MAYELA LOPEZ/AFP/Getty Images

While most vacation hot spots are doing backflips to attract tourists, Nazareth, Colombia, a lush village near the Amazon River, has yanked the welcome mat from under would-be visitors.

Not only are tourists not encouraged to traipse through the jungle Amazon village, known for its astonishing species of flora and fauna, but tribal guards are on hand to bar the entrance to all but invited guests, reports the Daily Mail newspaper.

Why the about face?

For one thing, the village's tiny population ? about 800 at last count, and comprised mostly of Ticuna Indians ? is clinging precariously to its cultures and traditions amid the onslaught of gawkers eager to encounter the dolphin, monkeys, rare birds and plant life so abundant in the region.

Last year a deluge of some 35,000 tourists swamped the village and its surroundings, and tribal elders fear their influence will erode their ancient and endangered traditions.

Past tourists also didn't make any friends by taking photos, asking intrusive questions and leaving a lot more than their footprints behind, according to locals who complained of littering.

To add insult to injury, locals don't benefit economically from the influx of tourists, they said. Villagers complained that travel companies garnered the lion's share of the tourism dollars spent in the region.

"What we earn here is very little. Tourists come here, they buy a few things, a few artisan goods, and they go. It is the travel agencies that make the good money," said one of the village's elders.

KB Home embraces solar as a standard

Solar power is a standard feature in 10 Southern California communities built by Los Angeles-based KB Home.

KB has experimented with solar programs for years, said Jeffrey Mezger, president and CEO of KB Home. "With this announcement, we are raising the bar even higher and taking an important step in making our homes even more efficient and affordable for our home buyers over the long term, especially when compared with resale homes," he said.

The photovoltaic solar systems will help KB homeowners reduce their monthly energy bills and cost of homeownership, while also benefiting the environment, the builder said.

While KB Home has provided solar power systems as an option for its home buyers in select communities in California and Colorado for a number of years, this is the first time it will build entire communities featuring solar power systems for every home.

SunPower Corp. will provide the solar technology.

New Etihad Airways Contact Centre to Employ 160 in Manchester

Etihad Airways has selected Manchester in the north west of England as the location for its newest contact centre.

The new centre, which is expected to be operational in 2012, will employ up to 160 people and operate in addition to Etihad?s existing contact centres in Abu Dhabi, including the newly opened Al Ain contact centre, India and Australia.

Etihad is currently working with Manchester Airports Group to identify a suitable location on the airport campus for the centre.

?Our contact centres handle around 2.5 million calls each year, and we expect more than half of these calls to originate from non-Arabic speaking markets by 2012,? said James Hogan, Etihad Airways? Chief Executive Officer. ?As our network continues to grow, it is increasingly important for us to provide high quality, multilingual assistance for customers who choose to book directly with the airline. We looked closely at a range of potential locations in the United Kingdom and Europe, and undertook extensive research to find the location that offered us a population base with the right mix of languages and skill sets, as well as a high quality of telecommunications infrastructure. Manchester offered everything we needed, and had the added attraction of having strong, well-established business links with Abu Dhabi ? a relationship we look forward to developing further.?

Angie Robinson, Chief Executive at Manchester Investment and Development Agency (MIDAS), said, ?MIDAS is delighted that Etihad has chosen Manchester as the home for their new European Contact Centre. This investment, which is set to create 160 jobs for the region, is testament to the strengths of Manchester's multi-lingual talent pool and its ability to support major pan-European operations. MIDAS worked closely with Etihad to demonstrate why Manchester was the right location for this project and we're looking forward to continuing to work alongside them as they grow their presence here.?

The airline commenced operations to Manchester on 26 March 2006, and has plans to increase its frequency on the route to a double daily service from 1 August 2011.

Etihad?s commitment to Manchester also includes the opening of an Etihad premium lounge at Manchester Airport in December 2010 ? one of only four lounges outside its home base of Abu Dhabi, and the shirt sponsorship of the Manchester City Football Club.

Rockler introduces a recycled-rubber bench mat

Medina, Minn.-based Rockler Woodworking and Hardware introduced a ProtectiveBench Mat made from 100% recycled rubber tires. The three-millimeter thick mat measures 24 in. by 60 in.; protects the tops of work benches; and saves tools and projects from the scratches, dings and dents associated with general labor tasks in a shop.

The mat can be cut to size, moved from one work area to another quickly and easily, and can be conveniently rolled up for storage. Users also have the option to mount the mat material to a surface like a piece of plywood or work bench, making a perfect, permanent assembly table.

"Our mat provides a safe cushion for your bench, project and tools," said Dan Wenning, product development specialist with Rockler. "It's a cost-effective solution for preventing gouges and scratches, and we feel we've made an environmentally conscious selection our customers will appreciate."

The 100% Recycled Bench Mat retails for $39.99 and will be available at Rockler Woodworking and Hardware stores, Rockler's independent resellers,Rockler.com or in the Rockler catalog.

Budget 2011: live

Some members of the committee also also appeared a bit more concerned over some of the weakness in consumer spending. Overall, we continue to think that rates will probably stay on hold for the next few months, and while a May hike is clearly possible, we still tend towards the view that the softness in high street activity, in particular, will encourage the MPC to maintain the curent stance of policy until August.

Alan Clarke from BNP Paribas says:

Broadly as expected. I think it is a slight evolution in the hawkish direction, particularly the emphasis on inflation likely to be above 5 percent and signs of higher pay pressures and concerns that externally-generated inflation, especially from commodities, threatens the medium-term inflation outlook.

They are moving in a hawkish direction, but for those members reluctant to hike, the uncertainty that is holding them back has got even worse.

09.46 So the MPC minutes are out. The Bank of England policy makers had voted 6-3 to keep interest rates on hold as they saw ?merit in waiting? to assess the oil-price jump, even as they forecast inflation may accelerate to faster than 5pc, Bloomberg reports. Snap reaction from the markets: Sterling falls to lows versus the dollar and the euro.

Sterling fall around to hit a session low of $1.6283 against the dollar. The euro rose around to a session high of 87.12 pence. June gilt futures briefly pared gains by ten ticks after the minutes to trade at 117.97, having stood at 118.07 before the release.

Twitter09.29 Seeking certainty? The Telegraph's Richard Tyler has Tweeted that Osborne can do what he likes today, it won't influence the PM's green agenda:

@richardtyler whatever happens on #budget day the lights will go out across Britain come Saturday's #earthhour (David Cameron says he will switch off his lights for an hour at 8.30pm)

Opinion09.21 It?s not just the Budget that the markets are looking out for today. At 1030 GMT - three hours before the Chancellor stands up - the Monetary Policy Committee will publish its minutes.

Gavyn Davies has written a blog on the ?very big day for UK economic strategy? on FT Alphaville.

He says:

The fiscal tightening, if fully applied, will be the second largest among all the OECD economies, amounting to almost 6 per cent of GDP over 5 years. Only Greece has embarked on a more draconian tightening. The impact of this tightening really starts to bite this year, when the structural budget deficit falls by 2 per cent of GDP, twice as much as last year.

In the absence of this fiscal tightening, the UK would have continued to run just about the largest ongoing budget deficit in the developed world, and the public sector debt ratio would have continued to rise into the indefinite future, exceeding 100 per cent of GDP by 2020.

09.15 As the graph below shows, the stock market is down shortly after opening, while the pound also fell against the dollar, ahead of the Budget announcement at lunchtime.

10-year UK government bonds looked more settled, with the yield declining, showing that investors regard British debt as a safer investment.

Twitter09.00 The Shadow Chancellor has finished his morning routine and is on his way to the office to prepare his reply to the Budget - traditionally a difficult and thankless task.

He's just Tweeted: @edballsmp Just dropped the children off at school - now to Westminster for the Budget speech

08.58 Talking of Osborne dropping the brief case, the actual vessel that will carry the Budget from Downing Street to Parliament is under debate. The famous tatty red leather Budget Box - which was first used by Gladstone in 1860 - is being retired (again) this year.

Apart from James Callaghan, who insisted on using a larger brown box in 1965 and Gordon Brown who commissioned a brand new red briefcase in 1997, every chancellor always used the same one. Osborne used it for the Emergency Budget but we were told that was the VERY last time because it is now deemed in too poor condition.

It?s unlikely that Osborne will revert to Brown?s modern red box ? surely too nouveau ? Citywire reckons a ?used supermarket carrier bag would be most appropriate.?

Opinion08.52 Over at the BBC, Robert Peston is also busy giving his views on the Budget. The big question is how to promote growth, according to Peston. He says:

To state the obvious, reducing the tax burden on multinationals - including big banks - would not be universally popular.

Opinion08:48 The BBC's political editor Nick Robinson is blogging on the Budget. He says:

Long term, however, it will be the extent to which he [George Osborne] embraces tax reform - sweeping away tax reliefs and merging income tax and national insurance - which will define him and this budget.

08:44 It's also a big day for Ed Milliband, his first Budget day as Leader of the Opposition. He told Sky News:

There would be cuts under Labour but we wouldn't go so far and so fast... We wouldn't be cutting taxes for the banks, we would have a bonus tax to help get the young unemployed back to work.

Quote08.41 The bosses of some of Britain?s biggest companies have delivered their Budget wish-list to the Telegraph.

Andrew Moss, CEO of insurance giant Aviva, says:

The 2011 Budget must be encouraging people to save more for the long-term. We have one of the largest savings gaps in Europe - on average people in the UK should be saving 10,000 more a year in order to achieve a comfortable retirement.

Twitter08.40 The Treasury will serve up the Budget speech in bite-size chunks on Twitter later, get the link here.

08.37 Perhaps not as lofty as the growth and taxes but just as hot a topic: the Budget bets are open.

As ever the colour of the Chancellor's tie is the Big One. Boylesports is playing it safe offering 11/10 odds that Osborne will pick blue, 4/1 grey, 14/1 brown and 50/1 that he opts for the "Notting Hill Set" classic: the open neck shirt. Ladbrokes is far more punchy, confidently declaring that it is "most likely" that Obsorne will be wearing a purple tie today. The bookies political odds compilers make purple the 2/1 favourite with a red tie a 12/1 chance. It's 25/1 he wears an orange tie with white the 33/1 outside.

If Osborne's fashion doesn't tickle you, have a flutter on anything from catchphrases to blunders. Ladbrokes reckons it's odds on (1/5) ) that 'budget for growth' gets mentioned and 'tough choices' is an even money shot. Ladbrokes is also offering 8/1 odds that Vince Cable, the Business Secretary, gets caught yawning and 20/1 that Osborne drops the red brief case.

08.19 The consequence of NOT cutting the deficit? Portugal is getting closer to having to ask for an international financial bailout, the BBC has reported, after opposition parties withdrew their support for the country?s austerity measures.

Twitter 08.18 The Telegraph has collected together a list of the best Twitterers to keep an eye on. They are already offering a pool of resources, here's a selection:

@hmtreasury Video: Chief Secretary to the Treasury Danny Alexander talks about the Government's priorities for the 2011 Budget bit.ly/eMTsLw #budget11

07.58 Richard Fletcher, the Telegraph?s City Editor reckons that for all the tinkering, the Chancellor will not do anything to damage the confidence of the money markets. He says it will be a Keep Calm and Carry On Budget.

"According to economists at the Royal Bank of Scotland, it cost 95,000 to insure 10m of UK sovereign debt in the run-up to the May 2010 general election. Over the past year the cost has fallen to 73,000.

Yet Osborne knows that the hard work has just begun. Politically, the coming year will prove far more challenging for the Chancellor and his coalition partners, as the Treasury attempts to reduce public sector net borrowing from 10pc of GDP in 2010-11 to 7.6pc in 2011-12."

07.53 What does it all mean for your household's finances?

The Telegraph's personal finance editor Ian Cowie explains what help will be made available for savers, first-time buyers and homeowners.

07.48 The BBC?s Radio 4 Today programme have lined up former politicians to pour a healthy dose of scepticism about the Chancellor's promises for growth. David Mellor reckons George Osborne should "stand at the despatch box and say: I do not control growth."

Former Chancellor Norman Lamont adds that the problem with growth policies is that they take a very long time to make any impact. Lord Lawson agrees saying that economies can?t be micro managed - "all you do is complicate and mess up the tax system."

Telegraph07.46 You can read the Telegraph?s round-up of the key points to watch out for in today?s Budget here.

Philip Aldrick, Economics Editor, says today?s Budget is George Osborne?s chance to show his true colours.

Phil also talks you through the budget deficit, and the problems of slow growth, inflation and unemployment here:

Video07.40 Watch Damian Reece?s Budget preview here:

07.37 This morning's papers give the first lesson in how the numbers can be cut very differently. The Daily Mail has announced that 25m workers will be promised tax cuts of up to 320m a year. Meanwhile The Sun reckons that the figure will be 205m for 23m workers.

Telegraph07:35 The Chancellor will raise the tax-free threshold by 600 to more than 8,000 on today's Budget, which will see 25m people receive a 45 tax break a year, the Telegraph reports on its front page.

07.30 Good morning it?s Budget Day. After tough deficit reduction measures in the Emergency Budget in June, the Coalition has been at pains to insist that today will be about growth. More likely it will be a big dose of reality as some of the cuts come in. We're here to scrutinise the complexity and bring you the analysis and commentary as it happens.

The economic backdrop to the 2011 Budget darkened on Tuesday with a shock rise in inflation to 4.4pc and higher-than-expected borrowing in February.

This followed a survey showing Britons have suffered the biggest drop in living standards for 30 years and reports that the Office for Budget Responsibility is expected to cut its growth forecasts for the economy.

A number of measures had been flagged ahead of the day, including:

? NHS to lose out to private firms
? Air Passenger Duty will not be increased
? Taxes on non-domiciles
? Cut in tax paid by UK companies on foreign profits
? Deprived areas are to become Enterprise Zones
