But the collapse of the property bubble, compounded by the global financial crisis, left many people out of work, especially immigrants and youths.
The government this month revised upwards its forecast for 2011 to 19.8pc from 19.3pc, but said the rate will ease to 18.5pc in 2012.
The labour ministry said on April 4 that the number of Spaniards out of work rose for a third consecutive month in March, up 0.8pc from February to 4.33m for the highest level since records began in 1996.
